Apparently, in the book he was raised by fairies. Fairies like Tinkerbell, who are so small they can only feel one emotion at once (hence why she turns red and is absolutely LIVID when she's angry at Wendy, and why she nearly friggen dies from sadness when she and Peter are on the outs). The fairies are introduced to the story while having an orgy. I've never read it myself but I'm pretty sure Peter knows what sex is and chooses childish playfulness over sex for some reason :P
