I think you messed up when saving this image. There's jpeg artifacting, but it's a png, which means that it was saved in low quality first, then edited and saved as a lossless image later.
I'm not sure I know what any of those words mean, but it was originally taken as a jpeg, then edited and saved as a png. Is that a problem?

Basically what I was saying is that when you first saved it, it wasn't saved in very high quality, so you can see a whole bunch of compression artifacts. To avoid this, try to save your images in a lossless format (like png) the first time.
