I think it can be inferred by his utter confusion and lack of control - if, perhaps he was masturbating to something, or even in any way touching or arousing himself, cumming would make sense; if perhaps there was some sort of joke about premature ejaculation, it would need a punchline or comment
with neither of these things and the figures watching and laughing, a post hypnotic suggestion is the occums razor logical conclusion

Per the original artist, that's pretty much the case, with a tech doodad the cause of it all. I'm a little shaky on exactly how the "tag what you see" policy applies when it's not exactly clear what you see, but where there's a canon answer. In particular, I'm not clear whether the ankle bracelet is intended to be part of the tech control, or just a jewelry choice that looks like a house arrest monitor!
I didn't try to tag the species or genders of the observers for the same reason.
