They’re basically under the effects for the entire episode, though, save a bit at the end. It’s a bit subtle, so if you’re just looking to watch one hypno-scene a time stamp might not help you out much...

So there was a new type of Grimm (the monsters they fight in this show) that was introduced today called "The Apathy". Basically they make everyone around them feel extremely apathetic to the point where they'll just give up and let themselves be killed by said Grimm or just not feel like doing anything until they eventually starve to death. Really creep stuff.

Im guessing killing the grimm freed them from the effects?
