This is more of a suggestion but, what if you have those who can't be corrected... lobotomized or created into drones?

Circa the mid 2040s, issues with 'global happiness levels' lead the government to turn to HappyCo Hypnosis for assistance in 'bringing a smile' to the population, resulting in the roll-out of several hundred of 'Thought Correction Clinics' like the one photographed here. With a capacity of 1,000 per clinic, patients were admitted and 'corrected' over a period dependent on their individual 'neurological dissidence'. Thought correction in these facilities involved long-term brain immersion in virtual reality, anal therapies, hypnotic audio, exposure to videos comprised of high-flashing subliminal triggers, and blinding, rapidly-changing colors. With a success rate of 75.2%, the clinics were considered a success by HappyCo and the government.
