I know it's a subjective measure, but does this really qualify as nightmare fuel? A cartoony TF?
From the page you get by clicking the ? next to nightmare_fuel in the tag list,
"examples are implied or explicit body horror, excessive blood or wounds, torture, death, endless rape, or other "bad end" scenarios"
While I suppose this transformation could be considered a "bad end" scenario, it's even more subjective with that qualifying bit than it is for what would constitute "excessive blood or wounds".

It just feels that sometimes, "nightmare fuel" is used as a stand-in for "I don't like this".
