What does "qcc" even mean? I'm guessing it's low quality?

The reason states "qcc", if the flagger didn't notice the glowing eyes they would have put "no hypno", the fact that this one specifically is flagged but not the one with text implies that the flagger(s) doing these targeting flaggings are just trying to get what they don't like removed by abusing this broken system.

Ah man that sucks :( surely the quality control checkers will see there's nothing wrong though and it wont get removed?

They usually do (but they are known to sometimes just delete images with no explanation leaving the artist/manipper confused on where to improve) but for some reason it takes them a while (few days) to remove these kinds of flags (longest time: 16 days) So yeah, you really have nothing to worry about.
