Funnily enough, this whole idea of a pen controlling people's actions reminds me of a book I read last year called 'The Fictional Man'. It has a character who wants to be a Fictional (in this world, fictional characters can be made real and are used to star in films and TV shows), and there's one scene where the book's protagonist roleplays with her where he's the author and she the character, where he dictates her actions as if writing a book and she carries them out. There's one bit where he gets interrupted by a phone call and she just stands there, waiting to be told what she's doing next.It's not overt mind control, but the idea is nifty!

Similarly my first thought was Ruby Sparks, though admittedly that's a typewriter more than a pen.
