Well...i think the "main villain" Ryuzoji can controlled people with some waves (?

In episode 09 a nice "milf" called Mitsuki (the screenshot milf), are affected by this kind of hypnosis caused pain in her head.

This anime is good, so mysterious...some good waifus.
