My head cannon for Mei's freezing abilities is that she has all the other members and enemies of overwatch entranced and triggers them to freeze rather than actually freezing them solid, which is why she usually says something in the lines of "Freeze!" when she's doing so. Also, her iceblock thingy is just a trigger that prevents the enemy from attacking her, and her wall is imaginary too. You can't talk my out of this cannon (add to it if you'd like though).

Apparently she has been using Snowball to achieve this, and now it backfired on her.
