The character shift itself isn't unbelievable, she already had the ruthless "I am the rightful ruler and you don't kneel so get burned alive" streak in her for several seasons now, what was extremely unbelievable was her flipping despite having won and the city surrendering (rather than doing it after you know who got executed). But so was her pwning everything solo with one dragon. That's what happens when what should have been 3 seasons gets shortened to one and the storywriters simply don't give a damn anymore.
