Kotone in this image is basically Schezo in Puyo Puyo - I think.

Basically, his thing is that everyone calls him a pervert (in English translations, they say "Creeper" instead) when all he wants is some more damn magic power. Guy lives in caves, has basically no vocabulary, and whatever he says somehow turns into some form of innuendo threat, or marriage proposal. The only difference I could think of is that Schezo actually says things that make people think he's weird, and Kotone's more or less just hypnotizing someone quiet enough for nobody else to hear - leading to people saying she's abusing someone.
