The batman who laughs is the antagonist of the last major DC event dark Knights metal. A batman centric event (because of course it's batman centered) he is essentially batman. But also the joker. After he killed the joker of his reality and accidentally inhaled a new varient of joker toxin. And then he killed literally everyone on his earth because he's batman but also the joker.
He then founded a dark antithesis of the justice league that's really just "batman mixed with other justice league members BUT EEEEEVIIIIIL" and for some reason DC is so enamored with him that they made him the antagonist for this new event that was started LITERALLY RIGHT AFTER DARK KNIGHTS METAL Where he turns random heroes including supergirl (as seen here) and shazam into [HERO NAME] that laughs
Personally i dont see his appeal. Then again nowadays i view joker the same way garth ennis views wolverine

I thought he was interesting at first (Particularly his line of "Batman always wins") cause it felt like everything I hated about Batman distilled into a villain. It was the same way that my favorite Superman is Evil Superman (Injustice, Red Son, etc.). But then the story went on forever, and now they're just running him all over again when there's loads of other potential stories to tell.

A lot of people really like him, and he's been around for like a year. I in no way see how he has wore out his welcome
