So how exactly is this pink lizard Buu mutation a robot exactly? Android and robot at Leary in the real world are pretty much interchangeable

In Japan, the term they used was “Artifical Human” which makes more sense since made Cyborgs, Robots, and generically modified a human.

"Android" is a mistranslation, they're actually cyborgs. And 21 is also an experiment in splicing human and alien genetics, or so I hear (she appears in the video games).

Exactly it's a funimation dub-ism that they never got rid of. IE why 18 is able to get pregnant and have Marin....you know now that I think about it I don't think there was ever any canon art of her pregnant @.@

21's origins are contradictory since her battle intro has her transforming into her majin form after consuming a genetically spliced pastry

No. She's a Human-Buu hybrid. Cell is the fucked up mutation of everything under the sun. The scientist is merely her human form, which she forsakes as soon as she gets a taste of powerful beings, causing her Buu half, the part that lets her turn people into candy and pastries, to go power mad and take control. In one of the storylines of FighterZ (the game she appears in), she actually splits as a result of that, and has to have the main character and a bunch of Dragon Ball characters help fight her Buu half.

The good version becomes part Buu too but retains her kind nature. The storyline ends with the good half sacrificing her life to destroy the evil half once and for all.
