Went to look for this chapter, in case anyone is curious:

After this there is like 1 shot of her getting grabbed away by Asui (to prevent the girl's teammates from waking her from her trance), and then later when Asui's team wins the mock fight, they have her use her vine powers to help carry one of her own teammates to a prison cell. I think that was the win condition, to lock up all enemies. They don't show it but you can assume they just had her lock up her own teammate and then walk into the cell herself before waking her up, as she is later seen being sad behind bars with the rest of her squad.

All in all not really that great, still hoping for better scenes with this guy's quirk

I'm not this far yet... was this an intentional brainwash quirk activation or accidental? i''d imagine the urgency of the situation might have made Shinsou want Shiozaki to act a little too much? XD

Edit: NEVERMIND, i looked up his quirk. omg that is terrifying that he can trick enemies like that!!!

Based on familiarity with manga conventions I'm pretty sure there's a fight going on, and since someone uploaded this page to HypnoHub I can assume one or more characters are under some form of mind control, but other than that I can't tell what's going on here at all with the lack of context.

The short form: one of the characters in this manga, Hitoshi Shinso, has a mind-control super power. He can take control of anyone -- as long as they verbally respond to something he says first. To get around the obvious weakness there, he's recently acquired a voice changer that lets him sound like someone else without affecting his power.

In this sequence, there's a sparring match going on between two teams of hero students. Ibara Shiozaki, the girl with vines for hair, responds to what sounds like her teammate giving her instructions, but it's actually Shinso, a member of the other team, using his power. This causes her to fall under his control, as seen in the bottom-middle panel. Shinso isn't actually seen on this page, but he's the one speaking in the bottom-right panel.

I thought his victims couldn't or wouldn't speak, at least in the anime they can't. Then there's her obeying like she's actually being mind controlled, again her speaking even though I thought they don't; beating around the bush, one more point is I thought they know full well what they're doing, they just lose control of their body. Someone please care to elaborate on my question/ points?

Well yeah. The condition to fall under the brainwashing is answering to Shinso. The order to read the bottom row is right to left : Shinso tells her something with the voice of her teammate and she answers, she falls under the brainwashing and finally the teammate expresses his confusion because he didn't say anything but still could hear his voice
