In the case of this post, you state that she's "definitely a minor," as if that automatically constitutes loli. We don't tag posts as loli just cause a character's under the age of 18. In the case of this post, it is absolutely Elsa. She may look a bit off cause of the lighting + art style, but I don't see how she looks "NOTHING" like her.

And in my defense, the girl in that other pic just looks like any other blonde in peril. She lacks any distinguishing features that could indicate so supposed to resemble Elsa. I'm sure there are people who will disagree with me, as well as those who would agree. It's just an observation.
