it makes me think if Quan fucking Chi can restore someone's flesh and bones, why didn't he do the same for Jax's arms? Also fuck NRS for trying to stuff Quan Chi into every little event in the MK lore since MK 9.

It's implied Sub Zero chose this form, yet the comic shows Quan Chi didn't like the Cyber Lin Kuei.
It's likely he saw Jax stronger with the metal arms and let him keep them.

Yeah but a lot of it involves blood daggers and...people bleeding and getting dismembered.

Plus I intend to ignore the comics entirely since the events in game and the events in the comic tend to contradict each other, and it only got worse when MK 11 butchered the entire story.

Quan-Chi can, indeed, restore the body of anyone: let's not forget he was the one that brought Sindel back to life.

As for Jax's arms, I recall he said something about the fact that, contrary to his others revenant, the major was a simple well-trained soldier without his arms, thus allowing him to keep them on.
