Im not 100% sure, but some artists do that for just "follow the rules", you could call it a legal void from the "genitals must to be censored on japan" rule. Some artists says "well I censored it... so this isn't against the rules".

Anyways, this one in particular it's a dangerous area of sillyness haha.

In fact, Pixiv have a mosaic censorship minimum size now because of that xD
