Could also be like Toga's backstory where she suppressed her true self due to pressure from others keeping her from being herself / incorporating aspects of her quirk into her life
Except more like the streaker in the second to last episode of the 4th season

That's an interesting development. She's probably either independent or part of an unseen faction unaffiliated with the League of Villains, otherwise Toga would've known what's happening.
