The subject appears to be controlled via three separate methods: 1. Mesmerized by visual patterns projected onto the helmet's visor. 2. Collar injection into the spinal cord. 3. An optional probe inserted into the brain via the ear canal. Is there a reason why method 1 is necessary when methods 2 and 3 seem more direct and efficient?
I believe the 1rst method is suppose to be a longer lasting effect in case the helmet is broken or deactivated for some reason. Where as the last 2 method only work as long as the items are in place. On top of that the 1rst method is also to make the subject in question more docile to allow easier application of the second 2 methods.

But that is just my guess. Only Zko can know for sure since they came up with the design.
