But... That's the Yiga clan, not the Sheikah clan. Also this is strange because Zelda is Sheik. It would make more sense if she was Sheik, and was brainwashed and her boobs got bigger.

That would actually be the Yiga Clan off-shoot of the Sheikah, distinctive for their red color scheme, their upside-down Sheikah symbol, and being either incredibly lithe or massive brutes. Regular Sheikah still help him.

As the commissioner, that's what's intended. I didn't put much thought into story, I just thought there's a dearth of Sheik hypno content. Make up your own context.

Do you man the Yiga symbol, or the symbol in the picture? The symbol in the picture is a slightly altered Shekah symbol (the eye only has one side curl on the edge and it's got a spiral instead of circle for the pupil). The Yiga Clan symbol, not seen in this image, has the symbol flipped upside down on every Yiga mask. I was saying "that would be the Yiga" as in it's the Yiga, not the Sheikah, that want Link dead.
