Lois Lane wasn't the first reporter to track Harley down, but she was the first to do it for the right reasons. Vicky Vale started her quest for the Harley Grail after a chance encounter with Sister Huney, but Lois Lane? She was the first person in the world to start noticing the connection between the heroines disappearing from the front line and Harley's Angels.
To keep things under wraps, Harley hadn't had her girls try anything too flashy just yet: The occasional high society party raid, the odd bank job, and of course more recruitment. All the while, Big Sister would feed Batman information on 'more urgent' matters, or just outright lies about the missing girls returning to their posts, as was Harley's want for now. It was enough of a distraction for Ivy for now, and Harley could keep her cards close to her chest before playing her hand to dismiss two of the key players that could stop her once she revealed her scheme.
However, here the intrepid reporter was, snooping around Harley's backyard in Gotham's alleyways asking after some of her favourite toys; Zatanna, Power Girl, and Hawkgirl to name a few! All under Big Sister's watching eyes, and Harley's metaphorical nose! The very nerve! And Harley loved her for it! Superman's girlfriend? Metropolis' resident damsel in distress? Hell no! Lois Lane... Lola was the World's Greatest Detective, Batman be damned! Harley had to have her!
Unknowingly following a very deliberate trail left by Big Sister, Lois Lane found herself searching a derelict factory in Gotham's East End. The building's most notable output had been high quality shoes in the 70s from ballerina pumps to designer high heels, but the intel led Lois to believe this was Harley Quinn and her new gang's hideout. "Mmwah!" An emphatic pair of lips pressed against Lois' cheek in the barely lit space. The perpetrator announcing her action with a loud chortle as the room's lighting erupted into life.
"Wha--?" Lois would have held up her arms and pushed her kisser away, but instantly the reporter felt her will to do so slip away. Her cheek tingled, but she didn't think to wipe it away. To do anything even. Her mind processed that her target, Harley Quinn, was standing in front of her. The villain licking her lips proudly as she smiled knowingly at the intruding, but Lois' mind didn't react. She stood still, looking forward, arms by her side. Not even questioning her inaction.
"Sorry about that, Lola," Harley cooed mischievously, "I know it ain't polite to steal a kiss like that, but you're so sexy when ya snoop around like that! What are ya?"
"I. Am. Sexy. When. I. Snoop. Around." Lois replied in monotone. Accepting the words into her subconscious.
"Right-a-roonie! Oh, this is gonna be fun. My very own docile, obedient Lois Lane to play with!" Harley clapped her hands gleefully, before calling out to someone Lois could not see, "Hey, Zee-Zee! Put us in the costume room an' meet us there! I wanna play dress up with my new D.O.L.L.!"

Well, that context got away from me. For quick summary, Harley and her angels noticed Lois snooping around and lured her into an easy kiss and grab before taking her straight to the dress up stage. Harley has big plans and what better than a Pulitzer prize winner to report on it all.
