Could be. Could even just be as simple as a mirror universe. The 'Tyrant Scouts' were sent to earth to redeem themselves through reincarnation but it didn't quite take, so the noble Queen Beryl keeps sending peace keeping monsters to drain their power, or put the Tyrant Scouts on paths toward redemption but that evil Speedo Mask always arrives at the last minute to pull them back to villainy.
