Part of the logic the Pokémon universe tends to insist on (though it gets bent sometimes so that the villains aren't all pushovers) is that being a strong Trainer is inherently correlated with being a good person. This guy, upon not getting to date a girl he likes, immediately declares her a "bitch" and puts into motion a plan to rape her, which is to say he's a terrible person, so he's also an incredibly weak Trainer.
