A character is wearing nothing on their legs. This is different than bottomless, which is a bare lower torso. A character can be bottomless but not have bare legs (like post #5799). A character can be wearing a bottom but have bare legs (like post #2667).
This tag concerns the legs, not the feet. For feet, use barefoot.
