A character has small breasts, but not a completely flat_chest. This tag is fairly subjective, so look at images already tagged as a guideline. When in doubt, don't add the tag.
Breast size tags, in increasing order: flat_chest, small_breasts, large_breasts, huge_breasts, hyper_breasts
