I'm no skirt expert but wouldn't they have to be practically glued to their panties to keep covering them in that pose?
They could just be made of very heavy fabric, sewn in, or tied to it temporarily.

That would be so for a normal flat skirt, but cheerleader skirts have those wavy bits because there is a lot more cloth bunched up along the bottom. So, the leg lifts up part of the material, and it just causes the waves to stretch out, rather than pulling the whole skirt up.
