This is how far I understand it. If this is not correct, I hope one of the other Hubians will correct me. Now that disclaimer's over with, here's what I (think to) have learned in my time here!

How do I manip?
There are various ways to manip a picture. You can add a hypnotic effect to the eyes, otherwise adjust the drawing itself, or you can add a story that adds the hypnotic element.
1. Adding an effect to the eyes
This can be as easy as making the eyes white, a solid colour, or to lightly go over them with a soft brush to make it look like they glow. These are the easiest to do, and can be done in low-grade drawing programs I daresay even in something as simple as Paint.
Now, adding a spiral to the eyes (or other parts of the drawing) or patterns requires a program that's a little more complex. Here, you create two layers -- the one on top being the picture you'd like to manip. On the picture layer, select the eyes or items you'd like to replace, and hit the delete button. Now make sure the picture layer is on top, and on the lower layer drag in the picture of the spiral, pattern, ... you'd like there to be in stead of the regular filling. Check your work for ugly bits, save as .jpg or .png and upload to the hub!

2. Adding text or a story
First, write your story. Depending on the picture, try to keep the story under... 200 words, definitely. If it's longer, it's better to just post the picture and then add a comment underneath with the story in it. This is generally accepted, like <<hypnohub.net/post/show/63...hair-blackwidowx-breasts-|here>> for instance.
If your story is short enough (like a simple dialogue), you can choose your own font and whatnot and add it to the picture directly. Now I'm not sure about simple drawing programs being able to handle this, so i'll just say what I do. Usually at the top of your program, you have a bunch of drop-down menus. Generally this option is under Image>Canvas Size. Increase canvas size, usually about 50-60% in width does it, keeping the height the same. There is usually an option in a three-by-three grid to say where your picture should be increasing from. Choose left if you'd like the text to appear on the right and vice versa. Hit OK, and there should be an extra empty block next to your picture where you can add text with the text tool. Copy and paste your story, choose a nice font and make sure the colours are legible. (White text on black usually goes well, red on black however not at all!)
Now here's where the visual artistic part happens. Choosing the background colour, the font type and colour, and of course how much space you leave between the picture and your text. Always leave some breathing room! It's not very nice to read text when it's smushed up to the side of your screen, even if it is legible.
What program should I use?
There are some great free drawing programs out there. Depending on the amount of complication you want to take, FireAlpaca or Krita are pretty good, of which the latter of course is the most complicated. GIMP is pretty great as well and I do recommend that as a Photoshop replacement. If you already have Photoshop, go use that one -- but if you don't, don't buy it. It is not worth it if you're not a professional.

How do I create characters?
Anyone can create an
Original Character
by thinking of one. There was a rather recent thread about OC's <<hypnohub.net/forum/show/70578|here>> and <<hypnohub.net/forum/show/71538|here>> where you can see how much of a process it took to get from an idea to a fully fledged character. There are some great tips in both threads! (Pay some special attention to TwilightL and Kachopper9 in these threads!)
As for drawing creating characters... that's a whole other can of worms ;) if you're not a confident artist yourself yet and don't know how to draw what you'd like for a character, there's always the option of getting an artist on commission. For a small fee, they can bring your imagination to life!

Also, yes, I talk a lot <3 I hope this guide was helpful!

I just use Pixlr. I'm not saying it's the best thing to use, but it's been easy using it for a while.

Ahh! I forgot to say, it's considered good manners of course to ask the original artist or owner of the artpiece if you're allowed to manip it! Else there's quite a chance it might get taken down regardless. Plus, it's just polite to ask before doing :)

Also to clarify since you said "photos", but real image manips aren't allowed here- like, how would you feel if you took a selfie and someone turned it into erotica without your consent? basically, stick to art manips

It's terrible for writing things, though.

For the sake of your sanity, I'd recommend using anything but MS Paint. (I know everyone's suggesting it sarcastically, but I still feel the need to put a "do not use" disclaimer.)

I recommend either <<www.gimp.org/|GIMP>> or <<www.getpaint.net/|Paint.NET>>. GIMP is my image editor of choice and is very photoshop-esque. While I haven't used Paint.NET, everyone I've talked to that does has only good things to say about it.
